The video covers a demonstration of how to download and then upload the Technical Assistance Annual Report to the portal. This comes from a recorded webinar hosted March 26th, 2024.
So we're going ahead and get started and as I share my screen
you'll see the first page of a program overview.
So the portal link that I put inside the portal.
I'm not sure if you can notice, but it has a suffix of SSBCI
Dash home dash page which I have highlighted up in the URL.
If you have a different URL that does not have that SSBCI
homepage, it's going to look like this.
And then it's going to drop you right into our home splash
screen where you will have to dismiss the warning and then
Scroll down just a little bit to see the SSBCI program tile.
And once clicking that you'll see the URL switch back to
having the SSBCI homepage.
So once you're here, we need you to come over to the left hand
navigation and once you click on Technical Assistance Program
reports, then once you're here, you'll notice that it defaults
to our Semi annual Reports tab and you just simply click on the
TA program and your reports tab to get to your annual reports.
Again, this is going to be my demo environment.
Some things are going to be a little different in terms of how
many reports I have here, but if you log in today before the
portal is actually open for submission, you're going to get
a dark blue view icon.
Once the the submission window opens on April 1st, this dark
blue will turn into a light blue pencil icon.
So on April first, you're going to be able to click on the light
blue icon to enter your annual report.
I see a lot of familiar names, but I see some others that I
haven't seen before on the meeting, so most people are
going to be familiar with how everything navigates in here.
For others that are not familiar, we have a left hand
navigation where you're going to able to cook through each one of
the sections and towards the bottom of each page you're going
to have a back or you're going to have a back and a next.
Depending on which page you are in the quarterly report, you're
also going to see a widget on the top right hand side that
gives you information about the quarterly report.
So it's going to give the report record the recipient, your TA
application, and it's also going to show the deadline.
It's going to also give you a status of what the report is in
right now.
So we're going to jump back to section one and we're going to
move through the demo.
First thing that you're going to notice is going to be some red
text.
Again, this is my testing environment.
So these dates are going to be a little different.
The current submission window is going to be April 1st through
April 30th and then you're going to have your reporting period,
which is going to be the reporting period ending March
31, 2024.
Also inside of this user instructions you're going to
have a link to the TA program Reporting Guidance and also have
another link for the reports guidance.
Here we have the e-mail address if you have any questions or
concerns while you're filling out the the annual report and
you can simply just e-mail over to the SSBCI_information at
treasury.gov and again, always include your outreach manager in
any of those communications.
Moving on to Section 2 is going to be the Recipient Information
section, and this section is going to pull all the important
information from your TA application here.
So we just ask that you check this out.
So you're going to have your recipient entity name, the type
of entity, and then all of the other information provided here.
So we just ask that you make sure that this information is
correct.
If anything is incorrect or concerning to you, please reach
out to us at the Information Inbox with the Outreach Manager.
The second area down here is going to be the Contacts area,
and this is going to list all of the users in your account.
It's also going to show the different roles that these users
have.
And we understand that TA reporting may be a different
population than your organization, than the people
that have submitted your TA application.
So we give you the ability to visit our COVID Relief 19 hub,
COVID-19 Relief Hub and this Word page towards the right.
If you click that, it will take you to a separate page where
you're able to manage the contacts with inside of your
account.
So you'll be defaulted to an Account Roles page.
And the first thing that you're going to need to do is click
Certification and you can enter your name inside of the white
box here and you're going to hit submit.
And this is basically certifying that you are a person that's
able to add someone as a contact to your account.
Once you have that certification filled out then the designation
form option will show and again you're going to see all of the
accounts, so all the contact records what's inside of your
account.
You have two things that you can do here.
You can add a new contact by pressing the Add a new contact
or you can edit a current contact if you need to add roles
for anyone in your organization.
So as an example, if we're going to add a new contact and click
the blue button and then the contact form is going to open up
and then you're just going to enter all of the required
information inside of each one of these required fields that
have the red*.
Once you have it all filled in, you will click this drop down.
And as Carmen mentioned, there may be several people that have
capital program roles already for access for capital programs.
But if you have someone that needs the TA roles in order to
get this TA and your report submitted, you would Scroll down
towards the bottom where you're going to see the roles for your
your your TA.
And again, this is my testing environment, so I don't have all
the roles selected in here, but essentially going over the roles
again, we do have the SSBCITA account admin role that you can
add and it's the person that can view and download the annual
report from the portal.
We also have a SSBCITA account POC role and this is the one
that can view, download and they can also upload the annual
report inside of the portal.
And the one that I have selected here with the SSBCITA Authorized
representative is a role that's least restrictive and can do
everything inside of the portal which includes view, can
download, upload and can submit and certify.
And again this is the only role that can submit and certify
within the portal.
There are no limits in terms of how many people you add as a
contact and there are no limits in terms of how many people can
have the TA authorized Representative.
One thing also just to make sure that we don't conflate is the
authorized representative role inside of the portal is not the
same as your authorized official with inside of your application.
The authorized official inside the application has the ability
to sign on behalf of your organization.
This authorized representative role is only a role that allows
certain access rights with inside of the portal.
Once you have your appropriate role selected then you would
just click add new contact and I'm not going to do that because
it's in my testing environment and may throw things a little
left.
But you click add new contact and then that new contact will
be added to your list of contacts for your organization.
One other note is new users will need to go through an ID dot me
process.
So we really suggest that you add that person here first and
then have that individual go through the ID dot me process
just to make sure that they are automatically associated with
your your jurisdiction.
So with that, we're going to jump back to the annual report.
So we're finished up in the Section 2 and we're going to
move over to Section 3 and Section 3 is the first section
where we're going to have some downloads and uploads.
So that was mentioned, yes.
Quick question, some of the participants are asking what
will they see if if they haven't previously submitted a report or
what will be available to them when they initially log on?
Will they if they have not submitted a report, right.
What happened is we already have the the jurisdictions outline
that should be received submitting a report.
If you are not a jurisdiction that is not ready to submit a
report, this area is going to be blank because it's going to be
your first time, you're not going to see anything.
OK.
I just wanted to validate that.
Thank you.
Yep.
This only shows if it's been identified where jurisdiction
has a required call in report that we're expecting.
OK, so we'll jump back into the quarterly report and we were on
Section 3 with the upload section.
And as mentioned earlier, there are two different types of
templates.
We had the manual data entry format template and towards the
end of that sentence you're going to see the word here where
you're able to click and download that template.
We also had a copy and paste data entry format where at the
end of that sentence you're going to have the word HERE
where you're able to click that word in order to initiate the
download of that template.
We have some notifications in here that TA recipients must
either under each template provide information.
We also have another note towards the bottom that each TA
recipient must complete one version of the annual report
template.
So with this annual report template, once you have that
downloaded and filled in and you're ready to upload, you
would Scroll down towards the bottom and you see upload file
section here.
Now this one is going to be an Excel only upload because we
provide to you in excel and once you click on to your File
Explorer you're only going to get excel options in terms to
upload.
So we're going to upload a blank template.
So I'm highlighting click open.
You're going to see a dialog box that pops open and once it turns
blue, click done and then that file is going to be loaded to
the file table down below.
And I'm not sure if anyone noticed it, but the beginning
draft was not started and once I uploaded that first upload then
the status changed the draft and then they also the upload
capabilities is grayed out because you have a file already
existing here.
Moving on to the annual report narrative, and this is the one
where you're going to be providing information and we
tell you a little bit about what we're expecting.
So once you have that narrative complete and this one can be
uploaded as APDF or a Word version, you similarly will
click Upload files and you're going to search within your
explorer and you see it's only giving me an option of Word and
PDF.
And you click your narrative and you click open, You're going to
click Done.
You'll see it populated in the table here.
And we're ready to move on to Section 5, which is the
certification and submission.
Once you're on this page and you're ready to certify and
submit and we ask that you copy your name here and paste it into
the white box here.
I say copy and paste because this white box is both case and
space sensitive.
So if you notice I just changed my capital S to a lower case F
Yes, if I hit certify and submit, I'm going to get an
error message.
The name entered certification does not match the logs.
So go back in and change that to a capital S and then you're
ready to certify and submit by clicking the certify and submit
button towards the bottom right.
Once you do that, you're going to get a green success and this
should turn to submit it.
So I'm going to hit a refresh of that page and then you'll see
the green submitted button towards the top.
One option that we do allow is while you're with inside of this
submission window, meaning before the deadline.
If you go back to Section 5 and you've realized that you
submitted some incorrect information or you want to
update what has been previously submitted, we do allow an
unsubmit.
And again, this is only available while you're within
the submission window, IE before the deadline and you would just
simply click on submit and it's going to give you a confirmation
for you to unsubmit.
And then you just go back to each one of these sections, your
Excel upload section, and upload your new file.
Here.
You're also going to go back to your Annual or Narrative section
and you're going to upload your report narrative if it's
different.
And then you're going to go back to Section 5 and just click
resubmit again.
So that ends the demo.
I'm going to pass it back over to Terry.
Thank you.
