A winner in Newark’s $1 housing lottery

On Monday, the city of Newark held its latest lottery round in a program aimed at increasing home ownership. The city-owned properties will need to be repaired or constructed, with selected owners getting a low-interest mortgage to help pay for the transformation. Latoya Hardin received the keys to her house, sold to her for $1.
