Hello everyone, Ivan is with you and the events of the week from New Zealand.
Well, let's get started.
The most important news of this week is the elections, the elections, the elections again,
which will determine who will be in power in the country for the next three years.
More precisely, we can say that they have already been determined, because they have already taken place.
And although the official results will be announced only on November 3,
everyone already understands that the ruling party of Liberians has been defeated.
Many have dreamed of this.
The National party became the leader in these elections.
I say the leader, not the winner, because they alone do not have enough votes
and a place in the parliament to govern the country.
Now we are waiting for negotiations about the coalition.
It will be the ACT party, this is already 100% with whom they will negotiate.
Well, the New Zealand First party, led by Winston Peters, has a desire to join the coalition.
Quite an interesting party, and the leader is so strange and interesting.
A lot of scandals are associated with him.
Well, okay, not about that now.
He is ready to work with anyone, just to be closer to governing the country.
So, according to preliminary data, the voters' votes were distributed as follows.
121 seats in the parliament, 50 of them go to the National party,
Liberians get 34 seats, the 14th place will be taken by the Green Party,
which is a permanent coalition partner of the Liberians.
The ACT party takes 11 seats, New Zealand First has 8 seats.
Last time this party did not get into the parliament at all,
before that it was in a coalition with the Liberians.
Well, the Maori party has 4 seats, as well as a potential coalition partner of the Liberians.
In any case, the total number of seats does not allow them to govern the country at all.
That is, the ACT and the National party get 61 seats,
this is what the majority needs to govern.
If New Zealand First joins them, it will naturally turn out very well.
The rest of the votes were distributed between small parties and did not affect the results.
So, for 99% the country will be headed by the National party for the next three years,
in a coalition with the ACT party, as I said.
Well, and New Zealand First may join them.
Moreover, why is this party still necessary to be included in the coalition?
Here is an interesting thing.
The number of seats in the parliament this year may increase to 124.
In general, there were 120, now 121, and now 124.
To be honest, I did not understand this feature at all,
such clever elections in New Zealand.
If someone, by the way, understands this, tell me, explain.
I myself will listen with interest.
You can, of course, figure it out, but I have no desire to delve into all this nonsense.
So, someone died somewhere, there will be re-elections,
but the seats are already distributed, so there will be additional seats.
Maury also has some kind of confusion,
that they seem to have won there and there,
and therefore another number of seats will be available to them.
That is, in total, it is possible that there will be 124 people in the parliament.
And, accordingly, no longer 61 votes for the majority, but 63 votes for the majority.
In any case, I think the Liberals will no longer have power for the next three years.
Many are happy about such a development of events, as I have already said,
and I personally know many of these people.
Although, to be honest, most people probably voted not even for some candidate,
but exactly against the Liberal Party.
The fact is that in the last six years the country has fallen into a serious pit during their rule
in the sphere of living standards, real estate value,
quality of medical care, deterioration of the criminal situation,
and in many, many other areas.
There were, of course, and pluses, no one argues,
some specific documents were signed,
international agreements were signed,
which is a very positive thing,
but inside the country, of course, there was a deterioration of life.
I felt it all the time, and many people talk about it,
even immigration talks about it,
the number of people leaving New Zealand and moving to neighboring Australia
in recent years is simply off the charts.
And therefore, probably, the new government is not even that everything will be cool now,
but it's just some kind of hope that something will finally change.
In the three months that ended in September, consumer prices grew less than expected.
Well, they still grew, no matter how you twist it.
Only by 1.8%.
The main catalysts for the growth of consumer prices were fuel and food products.
This is what grew the most.
Of course, they say that now prices for vegetables and fruits will rise,
because the season begins.
However, in any case, it turns out that prices are still growing.
The figures were below expectations, including the August forecast of the Reserve Bank.
They thought they would grow more.
But the annual inflation rate, on the contrary, has dropped to 5.6%,
which is a two-year minimum.
In any case, according to the Reserve Bank, this is still high.
Yes, in general, it's really high, I think.
In any case, this gives a certain balance and a little relaxation for the Reserve Bank
so as not to increase interest rates at least in the next month,
because it is already quite high.
Well, according to the boldest forecasts of the bankers,
although we see that their forecasts are not always fulfilled,
they think that inflation should decrease by 4% by the end of the year.
I don't know if it will decrease in the next two months or not.
But the Reserve Bank itself does not expect that inflation will return to the target range by the end of next year.
And therefore it will keep the official money rate at a high level for quite a long period.
Therefore, it is not worth relaxing and hoping that the Reserve Bank will do some improvements.
Muslims and Jewish communities say that they feel vulnerable in New Zealand
as the conflict escalates between Israel and the Gaza Sector.
The voices of the conflict are still limited to small and relatively peaceful protests in New Zealand.
However, the intelligence service of the country has already conducted consultations with its colleagues from the Five Eyes organization.
Well, spies are spies.
Five Eyes, if anyone does not know, is a spy organization,
what is there to hide, which consists of New Zealand, Australia, USA, Canada and Great Britain.
That is, they share information, although there were cases that they spy on each other.
Well, spies are spies.
So, they also communicated with representatives of Jewish and Muslim communities, special services.
The Federation of Islamic Associations of New Zealand and the Jewish Council of New Zealand confirmed
that they negotiated with government institutions.
However, the Council of Islamic Women said that they were left aside again and no one consulted with them.
Although, women and children are by and large the most vulnerable residents in the event of any conflict.
So, even when there was an attack on a mosque in the city of Kreisch,
women were the first to raise the alarm, but no one listened to them.
A representative of the Jewish Council of New Zealand also reported that people feel vulnerable.
In principle, everyone is worried and afraid,
but this is really just one spark, and some problems can start.
Well, the opinion of specialists at the end.
Security analyst Paul Buchanan said that New Zealand's special services should be aware of their worst scenarios
and should be prepared that they will need additional security measures.
This is really so, because both in Australia and in New Zealand there are communities,
both Jewish and Muslim communities, and the tension really exists in both communities,
because everyone has their own opinion, everyone has their own vision of what is happening at the moment in Israel, in the gas sector.
Therefore, it is really very easy to burn all this in any country.
The system of release of hostages, as well as subsequent control, was not effective.
Such a conclusion was made on the basis of a report on the management of projects for the release of hostages received by the media
in accordance with the law on official information.
Yes, here you can request certain things, of course, not absolutely everything,
but in New Zealand and Australia, the media can request such documents.
On the other hand, what to hide?
It all applies to people, so you can't hide such things.
So, this report shows that the police sometimes, without necessity,
disturb offenders with a low level of risk.
That is, they released a hostage, but he committed some kind of theft, roughly speaking,
and it is not worth going out every day to check, for example.
At the same time, they do not follow dangerous criminals for some reason.
That is, they follow those who are closer, not those who are needed.
The report says that only 0.4% of offenders, that is, 1 out of 250,
are automatically placed in groups of high risk.
And not because the share of offenders with a high level of risk is so small,
but simply because the police IT systems are not suitable for this purpose.
The system has been in use since 2014.
It is interesting that only now it became clear.
So, before it was put into operation and the police manually determined the risks of release,
there were 13%, that is, 13% of people with a high risk of committing some kind of crime,
a repeated one, with the situation when they were released,
there was a deposit, and now 0.4%.
Well, completely different numbers.
According to the deputy police commissioner, the IT system underestimates,
not a little, but underestimates the share of offenders with a high risk.
The police are aware of this problem and therefore try to monitor computer solutions
and make changes in manual mode.
So, you can immediately switch to manual mode.
Maybe it will be easier.
The report is the answer to the conclusions of an independent investigation
into the shooting of a police officer, a man, in Rotaruo in 2016.
This happened back then.
And the independent investigation was carried out in 2022 at the request of, I don't know,
relatives or interested people, or maybe even the media.
So, in 2016, he rushed with a knife to a police car when they arrived at his house
and broke it after the aggression, that is, the police considered that he was very aggressive
and, unfortunately, shot him.
He was checked for 38 days, 70 times.
They visited him at home, and at night too.
Can you imagine?
The man is already stressed.
He committed a crime, no one argues, he was released on bail,
he returned home, he has a family there, and so on.
And 70 times, a little more than in a month, the police come to you, check you.
Well, the roof will fall off, it seems to me, to anyone.
And so the man just could not stand it, just the nerves could not stand it.
Moreover, the investigation showed that excessive pressure and checks of the man and his family
prompted him to such a reaction, which led to his death.
The independent investigation was the answer to the police conclusion,
which said that no, it was unlikely, there was nothing terrible.
Well, how is it nothing terrible?
Well, even a non-specialist, thinking that you were checked 70 times in 38 days,
can evaluate and say that this is really stress and really strong pressure.
So the system does not work, either you need to change the IT system,
or go, as in the old days, manually check and evaluate everyone.
That's all.
There is no other way to solve anything.
And we think, why?
The numbers are not big crimes in the country, but in reality everything is different.
But on the other hand, maybe one of these things served the tragedy
that happened in Auckland, relatively recently, at the construction site.
The mayor of Auckland, Wayne Brown, at the beginning of this month,
submitted a proposal for the restructuring of local regional self-government.
It was proposed to reduce the number from 22 to 13 self-governments.
And this is good.
He was convinced that a more effective interaction between the city authorities
and the citizens of the city would be achieved with a smaller number of self-governments,
but with wider powers.
By the way, I agree with this.
The fewer officials and less of this filth, the better.
The proposal said that the structure of local councils in Auckland
makes it difficult to make large-scale decisions
and requires significant operating costs.
The proposal was a model of 11 councils on the mainland and two island councils,
which will be financed through redistribution of some existing funds,
as well as new financing as part of the long-term plan for 2024-2034.
Well, in principle, the idea is not bad, if everything is worked out correctly,
because, as I said, the more officials, the more filth,
and bureaucracy, and so on, and so forth.
So, in principle, the idea is not bad.
All these small self-governments, well, I don't know,
there are already voices saying that everything needs to be worked out carefully,
because, of course, there will be layoffs.
They will not leave the same huge state.
Private individuals should not buy apartments in Wellington City
due to the increase in costs for strengthening from the earthquake,
as well as insurance, says a member of the Central City Council of the city.
Comments were made after the historic building in the city center
burned down last Sunday.
After more than 20 years of disputes about the responsibility of the owner
for strengthening during an earthquake.
That is, the old building is considered historical,
that is, for 20 years they have been asking him to strengthen it,
and the earthquake will be destroyed.
There is no money. Strengthen it. There is no money.
So it was until 2019.
People were still living or working in this building,
and then he could not finance it.
In 2019, the building was told to be closed.
It has been empty since 2019. It was empty.
Well, it's not surprising that it burned down,
because it's all overgrown with shrubs,
it's dry, vineyards, there were various squatters living there,
homeless people, young people, children were running around,
and so on and so forth.
Well, a lot of garbage was thrown,
and maybe someone set it on fire,
that is, on some order.
Nothing can be ruled out here.
The fact is that in 2016, a law was passed
and, as you know, not every apartment can do this,
even the owner of some historical building.
It does not mean that you will invest a lot of money,
because everything is considered for millions,
but there is nothing good about it,
because now they are considering strengthening the town hall somewhere,
like in Wellington,
and offer to add a private neighboring building to it,
because prices are rising wildly there,
there are hundreds of millions already for reconstruction,
but it is easier to demolish and build a new one.
Well, the town hall is a historical building.
Okay, we got distracted a little.
So, the law needs to be revised,
who will pay all these expenses,
or it is necessary to divide them in half with the owner,
or somehow help,
in any case, it must be decided,
because the building has now burned down,
by the way, to the owner himself,
because now he will be allowed to demolish it,
and the land in the center of the city,
you know, is very expensive,
so he can already give this land for construction,
or sell it, and that's it, and live on it.
Well, they exclude that, indeed,
at his request, someone set fire to something.
Well, let's see,
maybe the police will figure it out.
Well, let's not ignore the third biggest city in the country,
with its problems,
since such a thing has already come up,
we consider every city,
let's also consider the third one.
The city of Christchurch,
it is very short of money,
according to the latest public data,
the city budget is cracking,
and the city council is looking for ways to solve the problem.
Some members of the council,
who are not the leaders,
learned about the problem from the media,
not from the mayor or the city council leadership.
Well, this is generally good.
And at least it is strange that the information
that should be available and published,
first of all, on the website of the city council,
appeared in the media in the morning,
and only after lunch it was posted on the site.
It is very strange that such things are hidden from people.
I don't see the point,
because it will still become obvious.
The city already owes 2 billion dollars,
now the question arises
how to get out of the situation.
The mayor of the city offers to reduce
services for the population,
including pools, libraries,
well, I don't know,
maybe they will stop bringing garbage,
what else will they do?
Let's close everything.
This is the easiest solution.
Another thing they offer is to sell.
Well, in order to sell,
as they say in one good cartoon,
you need to buy something first,
and then you can sell.
Or, as in KVN,
there was a scene about losing weight.
She came and said,
I want to lose weight,
how much? Well, 10 kilograms.
Well, you can cut off your leg.
Let's cut it off,
temporarily we will fix this problem,
but it will not be possible to sew it back.
We need to look for other solutions.
Again, there is a third option,
an increase in tariffs for the population
by 18 percent.
However, all officials say
that they will not do this,
because they are afraid of further
exacerbation of the situation
with the population.
Well, as always,
no one is to blame,
the previous mayor blames the current leadership,
the current leadership blames the previous mayor.
Why should anyone be to blame?
When people start to bear responsibility
for such negligence,
for such work,
including criminal responsibility,
then something may change.
Well, at the end of a little weather
in Auckland next week,
on Sunday, the sun is expected
to be 21 degrees,
very beautiful,
and on Monday the rains will begin,
the temperature during the day
will be around 20-21 degrees,
at night around 14,
and during the whole week,
possibly rain,
on Tuesday in particular.
Well, let's hope
for the best.
That's all for today.
