中共「一帶一路倡議」（Belt and Road Initiative）十年來受到諸多非議。在向全球152個低收入國家提供了上萬億美元的貸款和其它資金後，一帶一路的成效並不盡如人意。而由於許多參與國還不出貸款，中共開始轉型為緊急信貸提供者。旅美經濟學家黃大衛（Davy Jun Huang）在接受本台採訪時，談到了北京的這個新角色。
