Ladies and gentlemen, recently, the state media has been buzzing with news about the amendment to the Road Traffic Act.
Specifically, it's about the sharing of our driving license.
Today, we're going to have a conversation about this issue.
First of all, I'd like to introduce today's guest, Thao Anh.
Hello everyone, hello Mr. Duc.
Recently, you've heard about the amendment to the Road Traffic Act, haven't you?
Yes, I've read about it.
According to the current Road Traffic Act, there are 12 lines of the road.
A1, A2, A3, A4, B1, B2, C, D, E, F, B, F, D, F, E.
I don't know if I remember correctly, but today, we're going to talk about the common ones,
which are mostly used by people.
A1, A2, and B2.
According to the amendment to the Road Traffic Act,
we're going to have a new line called A0.
It's for motorbikes with less than 50 cc,
as well as electric motorbikes with a power output of 4 kW.
What do you think about this amendment?
For me, most of the motorbikes with 50 cc are for students.
I think this is a good opportunity.
Why?
When you have to take the exam, you have to take two parts.
The first part is the theory part, which is about the law.
You have to pass the exam with enough points.
The second part is the practical part.
The practical part is quite easy.
You just have to get on the motorbike and learn how to drive.
But I think you lack one thing, which is the theory part.
A lot of motorbikers still don't know the law of the road,
the traffic laws,
and how to drive safely.
I think this is a good opportunity to strengthen your knowledge.
When you get the license,
I think you will have a higher responsibility.
According to what I read on the newspaper,
there is news from a leader,
an agency that is also related to this road traffic,
it is said that we will not have to race again,
but we can bring the old tires and change to a new tire brand
in accordance with a new way of calling the new tire system.
However, for those who use 150 tires,
they are forced to change to a higher tire brand.
But according to the article on the newspaper,
the license plate number of the car we will no longer call A2,
but we will call A.
And this A can control the car from 125 to infinity,
that is, from 125 to infinity.
So if people use 150 tires,
they will have to change to the A license plate number.
And if so,
if they change to A2,
they will have to play a big part without having to race.
This is also relatively difficult.
It's quite confusing.
If people are using A1,
they want to continue using their car,
a car with 175cc or 150cc,
what will they switch to?
Will they switch to A or what?
Of course, this is just a test,
so we can only get the initial information.
We don't have any official information from the authorities,
so this is the story to discuss.
If we are talking about the A license plate,
according to this test,
it will control the car from 125 to infinity.
It's almost like the A2 license plate now,
which can control a car from 175cc to infinity.
But before there was this test,
even talking about the current model,
the A2 license plate also has certain disadvantages.
Because if we compare it to a person who is able to use a car over 175cc,
let's say 200cc,
they may not be able to drive a car of 900-1000cc,
because the distance is very different.
And if you have driven a lot,
you will know the difference between driving a Yamaha R1 and a Yamaha R3.
And if you drive a car of the same size,
it may not be very tight in terms of control.
In fact, there is an example of a country
that has a similar level of balance for a motorbike,
almost like the test that Vietnam has just proposed.
That is Japan.
As far as I am concerned,
they have 4 levels of balance for motorbikes,
4 levels of balance.
The first level is like A0,
which is for a 50cc motorbike.
The second level is from 50cc to 125cc.
The third level is from 125cc to 400cc.
And the last level can control a large motorbike from 400cc.
By doing so, it may be tighter and more controllable for the user.
In my opinion, Japan's way of dividing is quite good,
because the distance between a 175cc motorbike and a 900cc motorbike is very large,
and it will be very different.
Therefore, when they set up a gap in the middle to divide,
so that people can use a larger motorbike through that gap,
it will be safer.
Because if anyone has an A2 motorbike now,
they can also use a motorbike from 175cc to that extreme,
so it will be very dangerous in some cases.
Actually, if Vietnam applies the balance system that we just discussed,
for example, Vietnam also has a balance from 400cc,
like me, I may have to try again.
Because I have an A2 motorbike,
so I can ride any motorbike.
I am riding a motorbike with more than 800cc,
so I may have to try another level
to prove that I can control such a large motorbike.
Although it is tighter and has certain inconveniences,
but I have to admit that if Vietnam applies it in this way,
it will be much better and safer.
Now, let's come to a more confusing problem,
which is the B1 level in the balance system.
B1 is no longer for driving a car,
but to control a three-wheel motorbike,
as well as motorbikes that are applied in the A0 and A1 levels.
In other words, it is no longer allowed to drive a large motorbike or a car.
What do you think about the B1 level?
Do you know what level I am in?
You are now in the B11 level, right?
B11 is for driving an automatic motorbike and not for transportation.
Yes, so I don't know what level I will have to switch to
to continue to use the motorbikes I am using.
There is actually information on the newspaper
that those who are using the driving license,
currently have the power,
can switch to the B2 level.
As I shared with you earlier,
we can switch to a level with another name,
just like the B2 level in this new test.
The B2 level is now only for driving an automatic motorbike,
not for transportation.
According to the prediction,
if these predictions are correct,
the B11 level will be switched to B2.
As for my B2 level,
it may be switched to B.
We will change the level,
change the name is the main thing.
As you can understand,
there are many possibilities to change the name
so that we can have a clearer distribution.
For those who are worried about whether to try again or not,
I understand that if you just read the information
and don't read too much,
it may cause a confusion
about whether you have to try again by driving
or whether you have to switch to a new one.
To sum up for today,
these are just the predictions.
The information that we can read on the newspaper
is very easy to read.
But there is nothing official yet.
Because there is nothing official yet,
we have a fun talk today.
Although there are some details that many people are curious about,
in my opinion,
there are still some points that I believe
many people will find reasonable and support, right?
Actually, I think if we change, it will be better.
If we want to develop,
there will be certain changes.
I think if we can deal with the difficulties that people face
and we can improve the system
by driving in Vietnam,
I think it will develop more,
or it will be more convenient for everyone.
The most important thing is the awareness
or the understanding of the quality of driving in Vietnam.
It's a very difficult issue now, right?
If in addition to driving license,
the process of driving or the process of driving can be tightened,
it will definitely improve the awareness of Vietnamese traffic.
Driving is easy, everyone can drive,
but it is difficult to drive safely.
That's the important thing.
