The corruption investigation into former Chongqing Mayor Huang Qifan has expanded scrutiny of his family’s business dealings, while unverified reports circulating online have implicated several senior Chinese Communist Party (CCP) officials.
On Oct. 13, China’s Central Commission for Discipline Inspection (CCDI) announced that Huang, 74, was under investigation for suspected serious violations of Party discipline and law. Authorities provided no details about the allegations.
Huang’s downfall comes ahead of the CCP’s Fifth Plenum, scheduled for Oct. 26–29, which will focus on strengthening internal Party discipline, according to Reuters.
Huang Qifan’s son taken away by authorities
Huang’s son, Huang Ranfei, was also taken away by Chinese authorities around Oct. 10, according to an Oct. 15 report by Caixin, citing sources familiar with the matter.
The younger Huang is an executive at aluminum producer Shandong Weiqiao Pioneering Group and oversees its Shenzhen operations. Caixin reported that calls to his mobile phone went unanswered for several days.

The investigation has also drawn attention to Huang Qifan’s management of Chongqing’s state-owned enterprises and financial institutions.
A separate Caixin investigation published Oct. 16 examined Huang’s role in restructuring state-owned companies, including the Chongqing Yufu investment platform. Former Yufu chairman Xie Wenhui and former Southwest Securities chairman Wu Jian were investigated in September.
Meanwhile, Australia-based Chinese commentator Jiang Wangzheng has alleged that Huang Ranfei’s financial activities involved Li Qianxin, daughter of former National People’s Congress Standing Committee Chairman Li Zhanshu.
Jiang claimed the two had connections to companies pursuing stock market listings in Shenzhen and Hong Kong, including transactions involving improper financial benefits and undisclosed ownership arrangements.
He further alleged that Li Qianxin was being questioned in connection with the investigation. These specific allegations have not been independently verified.

Unverified claims implicate senior CCP officials
Jiang has also made allegations involving Vice President Han Zheng and Politburo Standing Committee members Wang Huning and Li Xi.
According to Jiang, Han was questioned over possible financial connections to Huang, while Wang and Li were suspended from their duties on Oct. 14.
Jiang further claimed that Liu Jinguo, a deputy secretary of the CCDI, had assumed responsibility for some of Li Xi’s duties.
There has been no official confirmation or independent corroboration of these claims. Han Zheng is also a former, rather than current, member of the Politburo Standing Committee.
Jiang additionally alleged that Liu called for a comprehensive review of officials, experts, and scholars associated with former CCP leader Jiang Zemin’s administration.
According to the commentator, officials who voluntarily surrendered improperly obtained assets could receive more lenient treatment. He claimed that Xi Jinping and other senior leaders had established a target of 200 billion yuan for recovering such funds.
No official documentation supporting those assertions has been identified.

Huang’s political connections
Huang spent much of his early political career in Shanghai, where he served in several senior economic and administrative positions before transferring to Chongqing in 2001.
His career overlapped with senior officials associated with Jiang Zemin’s political network, including former National People’s Congress Chairman Wu Bangguo.
Huang became Chongqing’s mayor in 2010 and remained in office until December 2016, surviving political scandals that ended the careers of two former superiors, Bo Xilai and Sun Zhengcai.
As Reuters reported, Huang was a close associate of Bo but publicly distanced himself following Bo’s removal in 2012.
Following his departure from the mayor’s office, Huang remained influential as an economic adviser and commentator, frequently addressing China’s property market, banking system, and industrial policies.
Although his political background has prompted speculation about a campaign against officials associated with Jiang Zemin, no publicly disclosed evidence establishes that Huang’s investigation is part of such an effort.
Did Huang’s economic criticism contribute to his downfall?
Huang continued speaking publicly about China’s economic problems after leaving office, particularly the country’s struggling property sector.
In a 2022 interview published by Caijing, Huang identified 10 turning points affecting China’s housing market, including slowing urbanization, an aging population, excessive housing inventories, and mounting developer debt.
He argued that China’s property industry had entered a new phase in which the rapid expansion of previous decades could no longer continue.
An X account called Global Money recirculated Huang’s earlier economic assessments following the announcement of his investigation.

On Oct. 14, U.S.-based political commentator Cai Shenkun suggested that Huang’s continued public discussion of economic problems may have contributed to his downfall.
Cai argued that Huang had remained unusually outspoken despite being out of office for nearly a decade and that his economic assessments could have angered Xi Jinping.
Although Huang generally avoided overt political criticism, Cai maintained that economic commentary could be politically sensitive under Xi’s leadership.
“黄奇帆最大的问题是退休十年,一直不肯闭嘴,这是习近平最恼怒的。因为2022年,中共中央出台一个关于离退休领导干部不得妄议中央的方针。”蔡慎坤说,虽然黄奇帆不谈政治,但是他谈经济:“而有些经济数据,中共是不愿意摊开来说的。习近平的时代呀,经济跟政治是一体的。我觉得主要是这个问题,其他方…

The CCP has previously imposed restrictions on public commentary by retired officials.
In May 2022, the Party issued new guidelines governing retired cadres, emphasizing political discipline and loyalty to the central leadership.
The measures included restrictions on criticizing central policies and making negative political statements, according to the South China Morning Post.
However, no evidence has emerged establishing a connection between Huang’s public economic commentary and the corruption investigation.
