US Confirms Weapons in Orbit as Russia, China Condemn Space Militarization

The United States has publicly acknowledged for the first time that it has deployed weapons in orbit, marking a significant shift as Washington, Beijing and Moscow increasingly prepare for the possibility of conflict extending into orbit.
Air Force Secretary Troy Meink made the disclosure on Sept. 14 at the Air, Space & Cyber Conference in Maryland, saying the United States has fielded “on-orbit space control weapons” capable of defending American forces from hostile action, according to the Associated Press. Meink did not identify the weapons, how many have been deployed or what they are capable of targeting.
The statement was the strongest acknowledgment yet from a Pentagon official that American weapons are already operating in orbit, according to Reuters. Richard Palmer, a senior U.S. Space Command official, described the disclosure Tuesday as a “landmark” moment and said publicly acknowledging the capability was intended in part to strengthen deterrence.
“The bottom line is that our joint force and our allied forces require space,” Palmer said, adding that “our economies require space.”
Meink also said the military was “increasing readiness against existing threats,” while predicting rapid changes in how U.S. forces operate over the coming years.

Modern militaries depend heavily on satellites for intelligence, communications, missile warning, navigation and precision targeting. Civilian economies are similarly dependent on space-based communications, weather monitoring, financial timing signals and navigation systems.
What the weapons actually are remains secret
Neither Meink nor Space Command has disclosed what kind of weapons are in orbit.
That leaves a broad range of possibilities. Space weapons do not necessarily mean missiles or explosives stationed above Earth. They can include spacecraft capable of approaching another satellite, electronic systems that jam communications, lasers that interfere with optical sensors or systems designed to physically move or disable another spacecraft.
The U.S. Space Force formally identifies orbital warfare, electromagnetic warfare and cyberspace warfare as the three major areas of counterspace operations. Its 2025 warfighting framework says the service must achieve “space superiority” and be prepared to use capabilities for both “offensive and defensive purposes.” The Space Force said in its warfighting framework that American forces may conduct orbital strikes, interfere with space communications and actively defend U.S. systems.
The military has also created an organization specifically devoted to orbital combat. Mission Delta 9 is tasked with preparing forces for what the Space Force officially calls “full-spectrum orbital warfare operations.” Its units conduct close-proximity reconnaissance, space surveillance, technology demonstrations and training for potential orbital conflict.
Reuters reported that military planners increasingly view satellites not simply as passive support systems but as potential platforms capable of disrupting adversary spacecraft through jamming, laser dazzling or physical interference. The United States recently conducted Apollo Maneuvers, which Space Command described as its largest orbital exercise yet, involving multiple spacecraft operating across different orbits alongside international and commercial partners. Reuters reported that the exercise included both a larger number of spacecraft and more complex maneuvers than previous drills.
Exactly which of those capabilities correspond to the weapons Meink acknowledged remains classified.

China and Russia expand counterspace capabilities
The Pentagon says the American buildup is occurring as China and Russia rapidly expand their own ability to interfere with satellites.
A current U.S. Space Force threat assessment says China is developing and fielding a wide range of counterspace systems intended to disrupt or degrade U.S. military capabilities. Beijing demonstrated an anti-satellite missile in 2007 by destroying one of its own weather satellites, creating thousands of pieces of orbital debris.
China has also demonstrated technology that could potentially be used against satellites without destroying them. In 2022, the Chinese SJ-21 spacecraft approached a defunct BeiDou navigation satellite and moved it into a higher graveyard orbit. The Space Force describes Chinese spacecraft of that type as “inspection and repair” systems that could also serve as weapons.
The same assessment says China possesses ground-based lasers capable of interfering with satellite sensors and routinely incorporates communications and navigation jamming into military exercises. U.S. intelligence also assesses that China is working toward anti-satellite weapons capable of reaching spacecraft in much higher geostationary orbits.
Russia, meanwhile, has carried out increasingly close approaches between military satellites and operates ground-based systems designed to interfere with spacecraft. The Space Force says Moscow is also developing an anti-satellite capability involving a satellite designed to carry a nuclear weapon, which could threaten large numbers of spacecraft if detonated in orbit.
Moscow sharply criticized Washington’s announcement Tuesday. Russian Foreign Ministry spokeswoman Maria Zakharova told Reuters that an orbital conflict could have “catastrophic consequences for humanity” and said weaponization creates “colossal risks” for economic systems on Earth.
Russia said it intends to again bring proposals before the United Nations calling for restrictions on weapons in space. Washington, however, points to Russia’s own counterspace programs as evidence that the United States needs defensive and offensive capabilities of its own.
Weapons in orbit enter a legal gray area
Deploying conventional weapons in orbit does not automatically violate the main international treaty governing outer space.
The 1967 Outer Space Treaty, signed by the United States, Soviet Union and dozens of other countries, specifically prohibits governments from placing “nuclear weapons or any other kinds of weapons of mass destruction” in Earth orbit. It also requires the Moon and other celestial bodies to be used “exclusively for peaceful purposes.” The treaty text maintained by the United Nations does not, however, impose a blanket prohibition on all conventional weapons operating in Earth orbit.
That distinction has become increasingly important as technology advances.
The Associated Press reported that Russia vetoed a U.S.-Japanese U.N. resolution in 2024 reaffirming the prohibition on nuclear weapons in space. Moscow instead backed a broader proposal calling for all weapons to be prohibited in space “for all time,” but that effort also failed. AP reported that Russia accused Washington and its allies of resisting a broader ban because they planned to deploy their own space weapons.
The public language coming from the U.S. military has also become increasingly direct.
Chief of Space Operations Gen. Chance Saltzman said when the Space Force released its warfighting framework that the service must ensure American forces have freedom of movement in space while “denying the same to our adversaries.” He said the military must be prepared to use offensive as well as defensive capabilities if deterrence fails.
Palmer offered a similar explanation following the disclosure this week, saying acknowledging U.S. space-control weapons was intended to help prevent deterrence from failing in the first place.
