Chinese state media has launched a new series of articles promoting Communist Party leader Xi Jinping’s approach to Party building, with repeated calls for ideological commitment and political loyalty as speculation continues over whether Xi will seek another term at the 21st Party Congress in 2027.
Beginning Aug. 5, state-run Xinhua News Agency published a series of commentaries examining what authorities call “Xi Jinping Thought on Party Building.” The first installment emphasized ideological conviction as a foundation for maintaining unity within the Chinese Communist Party (CCP).
Yet the unusually heavy emphasis on ideological conviction and loyalty to the CCP has also attracted attention from critics of Beijing, who argue that official propaganda can sometimes reveal the leadership’s concerns through the very problems it repeatedly insists must be addressed.

The first commentary by Xinhua centered on the need to “build a firm spiritual foundation through steadfast ideals and convictions” (以坚定的理想信念筑牢精神根基). It also invoked the phrase “Only with faith in the heart can one travel far” (心有所信,方能行远), portraying ideological commitment as fundamental to the Party’s continued political strength and unification of the people.
But the repeated emphasis on ideological conviction has drawn attention among China watchers, particularly as questions persist over Xi’s political future beyond 2027. Critics of the leadership have interpreted the rhetoric as reflecting concerns over political loyalty and confidence within the CCP.
However, such appeals are not new under Xi. Throughout his tenure, the Chinese leader has repeatedly stressed ideological discipline, loyalty to the Party leadership, and the need to guard against political and organizational weakness by weeding out corrupt officials and nipping dissent at the bud.
Attention turns to the 21st Party Congress
But with the 21st Party Congress slated for 2027, official messaging surrounding Xi is likely to face heightened scrutiny for possible indications of his plans for another term. The congress is expected to determine the CCP’s top leadership lineup for the following five years, making Xi’s political future one of the most closely-watched questions ahead of the gathering.
Xi secured a third term as CCP general secretary at the 20th Party Congress in October 2022 after China had already abolished presidential term limits in 2018, removing one of the institutional constraints that might otherwise have complicated his continued rule.
The 21st Party Congress, expected in 2027, will be closely watched for signs of whether Xi intends to remain the Party’s paramount leader for a fourth term. Analysts have also pointed out what they describe as a “noticeable reduction” in Xi-related propaganda by China’s tightly-controlled state outlets around his 73rd birthday. They say it points to the possibility of internal turmoil within the CCP’s top echelons.
