The Beidaihe Meeting is currently underway. According to sources within Taiwan’s national security community, the CCP plans to carry out a year-long purge ahead of the 21st CCP National Congress. Other reports indicate that the Beidaihe Meeting will first focus on preparing the political report for the 21st CCP National Congress and finalizing high-level personnel arrangements, followed by concentrating resources on enhancing technological capabilities. Meanwhile, five members of the CCP Politburo have drawn attention by making multiple public appearances at various events during the Beidaihe Meeting.

Four CCP Politburo members make a ‘collective’ public appearance in a single day

Beginning Aug. 1, 2026, CCP leader Xi Jinping and the other six members of the Politburo Standing Committee, along with Politburo members holding senior central government posts, largely disappeared from public view. On Aug. 3, Cai Qi, a Politburo Standing Committee member and director of the CCP Central Committee’s General Office, met with a group of experts vacationing in Beidaihe, a development widely seen as signaling the start of the leadership’s traditional “Beidaihe season.”

However, during the politically sensitive period from late July to early August, five Politburo members serving in senior regional posts—Yin Li, Chen Jining, Yuan Jiajun, Huang Kunming, and Chen Min’er—continued to make a series of public appearances.

According to reports by CCP party media, on Aug. 9, 2026, Yin Li, Secretary of the Beijing Municipal Party Committee; Chen Jining, Secretary of the Shanghai Municipal Party Committee; Yuan Jiajun, Secretary of the Chongqing Municipal Party Committee; and Huang Kunming, Secretary of the Guangdong Provincial Party Committee, all made public appearances.

Five Politburo members made multiple public appearances during the Beidaihe meeting

In addition to these four members of the CPC Politburo making public appearances together on Aug. 9, they also appeared separately in the period leading up to and during the Beidaihe meeting.

According to reports by CPC party media, on July 28, 2026, Yin Li presided over a meeting of the Standing Committee of the Beijing Municipal Party Committee.

On July 31, Chen Jining presided over a meeting of the Standing Committee of the Shanghai Municipal Party Committee; on the same day, Chen Min’er presided over an expanded meeting of the Standing Committee of the Tianjin Municipal Party Committee; Huang Kunming presided over a meeting of the Standing Committee of the Guangdong Provincial Party Committee; and Yuan Jiajun presided over an expanded meeting of the Standing Committee of the Chongqing Municipal Party Committee.

From July 20 to Aug. 3, 2026, the 11th Central Working Group for Work Safety Assessment and Inspection conducted both open and covert inspections in Tianjin. On Aug. 3, the group provided feedback to Tianjin on the findings of these inspections, and Chen Min’er delivered a statement in response.

On Aug. 4, Huang Kunming, Secretary of the Guangdong Provincial Party Committee and Commander-in-Chief of the provincial “100-1,000-10,000 Project” Command Headquarters, conducted a research visit to the Office of the Guangdong Provincial “100-1,000-10,000 Project” Command Headquarters.

Reporters from The Epoch Times, found that from Aug. 1 to 10, 2026, the five members of the CCP Politburo serving in local government positions: Yin Li, Chen Jining, Yuan Jiajun, Huang Kunming, and Chen Min’er, were “collectively out of the public eye” for only three days: Aug. 1, Aug. 2, and Aug. 6, 2026.

Meanwhile, the inner workings of this year’s Beidaihe meeting have become the focus of attention from all sides. Outsiders speculate that this year’s Beidaihe meeting is closely tied to the personnel arrangements at the upcoming Fifth Plenary Session of the 19th CPC Central Committee in October and the 21st National Congress of the Communist Party of China next year.

Taiwan national security officials: CCP to conduct year-long purge

According to the latest reports from Taiwanese media, Taiwanese national security officials, based on intelligence analysis, believe that this year’s CCP Beidaihe Meeting will focus on two core areas: political affairs and personnel matters. Regarding political affairs, strategies toward the United States and Taiwan will be two key themes of the meeting.

In terms of CCP personnel matters, a purge will target officials deemed to have “impure ideology, impure organizational loyalty, and impure conduct.”

According to Taiwanese national security sources, the CCP plans to launch a year-long purge ahead of the 21st National Congress to further advance the so-called “comprehensive and strict governance of the Party.”

National security officials assess that it may not be until after the Beidaihe vacation ends that more information regarding the final dispositions of figures such as Ma Xingrui, former Party Secretary of Xinjiang; Zhang Youxia, Vice Chairman of the Central Military Commission; and Liu Zhenli, Chief of the Joint Staff Department of the Central Military Commission, will be released.

The massive purge of the Chinese military carried out by the CCP leadership in recent years has left the Central Military Commission with only two members. Furthermore, there are currently only six active-duty generals personally promoted by Xi Jinping since he took office, and many key military positions, including theater commanders, remain vacant.

In response, Taiwanese national security officials have indicated that following this year’s Fifth Plenary Session the CCP may prioritize filling key command positions including those in the Eastern Theater Command which primarily covers the Taiwan and Japan fronts, and the Central Theater Command responsible for defending the capital Beijing, based on actual operational needs.

Reports emerge: CCP begins preparations for the 21st Party Congress political report and personnel arrangements

According to sources close to the CCP leadership who spoke to The Epoch Times, this year’s closed-door meeting of the CCP leadership (the Beidaihe Meeting) focused primarily on two items: first, launching preparations for the political report of the 21st CCP National Congress and personnel arrangements at the highest levels of the Party, and second, concentrating resources to enhance scientific and technological capabilities with a focus on breakthroughs in artificial intelligence, semiconductors, and key core technologies.

A source within the CCP system using the pseudonym “Huang Liang” disclosed that a key action at this year’s Beidaihe Meeting was to identify the core members of the drafting group for the 21st CPC National Congress political report and for the CCP’s top leadership to set the tone for the political and technological agendas for the coming years. Drafting of the report is expected to begin in November of this year which is slightly earlier than previously anticipated.

A Beijing-based political analyst using the pseudonym “Liu Tianming” pointed out that the 21st CPC National Congress is expected to be held in the fall of 2027, so it is not too early to begin work on the political report and senior leadership appointments now. He stated, “This work definitely needs to be done in advance. Personnel arrangements will be discussed during the Beidaihe meeting, especially given the ongoing uncertainty regarding the top echelons of military power.”

He added that the selection of members for the new Standing Committee of the CPC Political Bureau is highly sensitive, so a final list will not be finalized at the Beidaihe meeting and has often not been revealed until the very last stage. “The Beidaihe meeting is primarily about setting the political direction. For provincial and ministerial-level officials and at most ordinary members of the Political Bureau, a general concept will be put forward first such as ‘political loyalty.’ As for how the political report will be drafted and the reported amendments to the Party Constitution there will be preliminary briefings on these matters.”

A source familiar with the CCP’s political landscape, speaking under the pseudonym “Xue Hao,” stated that the composition of the Politburo for the 21st CCP National Congress, the top leaders of key provinces and municipalities, and key positions on the Central Military Commission will all enter the next phase of personnel screening following the “preliminary briefings” at the Beidaihe meeting. He explained: “The so-called ‘preliminary briefings’ are intended to address concerns that opposition might be too strong. It is necessary to ‘leak information’ in advance to gauge how many people in the CCP leadership oppose the decisions. If there isn’t much opposition, it can pass smoothly, but if there are many opponents, then they’ll have to come up with other solutions.”

On Aug. 10, 2026, the CCP’s state-run media outlets Xinhua News Agency and the People’s Daily both published “Side Notes on the CCP’s Invitation of Expert and Talent Representatives to Beidaihe for a Vacation.” The reports stated that from August 1 to 7 this year, 60 experts from the fields of basic research, strategic frontier technologies, key core technologies, and philosophy and social sciences were invited to Beidaihe. On August 3, Cai Qi also visited these experts.
