The Board of Peace released a detailed 15-point framework Friday for implementing an agreement intended to end the Gaza conflict, one day after President Donald Trump announced that Hamas had agreed to disarm.
The plan sets out a phased process covering an immediate end to hostilities, the transfer of civilian governance, weapons decommissioning, Israeli withdrawal, international security oversight and reconstruction of Gaza.
The conflict has continued since late 2023, when Hamas forces attacked Israeli border communities and Israel responded with a military invasion of Gaza.
The Board of Peace published the complete framework in an X thread Friday. The 15 provisions are:
- All parties will commit to the peace agreement that has been reached.
- Hostilities will cease immediately.
- Movement from one phase of the agreement to the next will occur only after verification by an international committee.
- Hamas will relinquish civilian governance of Gaza to a national committee.
- The national committee will preserve and operate Gaza’s existing civilian institutions and public services.
- The committee will govern under Palestinian law.
- New police officers will be incorporated into existing institutions after undergoing a vetting process.
- Gaza’s heavy weapons will be decommissioned and placed into storage.
- Personal weapons will fall under laws established and enforced by the national committee.
- Weapons belonging to militias will be decommissioned and stored by the committee.
- The parties will sign a social peace agreement.
- An international force will deploy temporarily inside Gaza and replace the Israel Defense Forces.
- Israel will withdraw from the Gaza Strip.
- Responsibility for Gaza’s internal security will be transferred to the national committee.
- The Board of Peace and the national committee will work together on the reconstruction of Gaza.
The framework establishes a sequence in which security and political changes are tied to international verification rather than occurring simultaneously without oversight.
Under the plan, Hamas would surrender its role in civilian administration while the new national committee assumes responsibility for government institutions, public services and internal security. Existing governmental structures would remain in place, with the committee operating under Palestinian law.
The agreement also distinguishes between different categories of weapons. Heavy weapons and militia arms would be decommissioned and stored, while privately held weapons would be regulated under laws administered by the new governing committee.
Security arrangements would change alongside that transition. A temporary international force would enter Gaza as Israeli troops withdraw, while vetted Palestinian police personnel would be incorporated into existing institutions.
Once the transfer of authority and security responsibilities advances, the Board of Peace and the national committee would jointly oversee reconstruction efforts throughout Gaza.
The plan follows Trump’s announcement that Hamas had agreed to disarm, addressing one of the principal obstacles that had prevented previous efforts to implement a lasting settlement in Gaza.
