Federal investigators are examining whether organizations connected to Neville Roy Singham violated tax or foreign-agent laws while financing and coordinating activist groups inside the United States.

A federal grand jury in New York is investigating the financial network of Neville Roy Singham, a wealthy American donor living in China whose money has supported numerous progressive and socialist organizations, including the nonprofit People’s Forum.

The inquiry is examining whether nonprofits associated with Singham improperly transferred funds, misrepresented their activities or violated federal tax and foreign-agent laws, according to reporting by Just the News.

Acting U.S. Attorney General Todd Blanche authorized the grand jury to issue subpoenas as part of an investigation initiated by U.S. Attorney Jay Clayton for the Southern District of New York, according to Fox News.

CBS News separately reported that multiple people familiar with the matter confirmed the existence of the grand jury investigation.

A spokesperson for the Southern District of New York did not respond to a request for comment from Just the News before publication.

The investigation follows heightened scrutiny of People’s Forum, a tax-exempt organization that acts as a fiscal sponsor for numerous activist groups. Questions surrounding the organization include whether its charitable status has been used to support activity that crosses the boundary between constitutionally protected political expression and unlawful conduct.

Late last month, a Just the News investigation reported that the Center to Advance Security in America had submitted a complaint asking the Internal Revenue Service to examine People’s Forum’s finances and tax-exempt status.

CASA Director James Fitzpatrick said the organization provides financial sponsorship to groups involved in demonstrations that have sometimes resulted in arrests, violence or interference with federal immigration enforcement.

“People’s Forum Inc. is the tax-exempt fiscal sponsor of many progressive and radical organizations, including the Venceremos Brigade, which engage in demonstrations often crossing the threshold from protected speech into illegal activity, including many which have resulted in arrests, violence against police officers, and interference in federal immigration enforcement,” Fitzpatrick told Just the News.

“We believe the many potentially illegal activities that People’s Forum has engaged in are grounds for a potential revocation of their tax-exempt charitable status. An immediate and full IRS investigation is appropriate to make this determination.”

Singham, an American businessman reportedly worth nearly $1 billion, resides in Shanghai and is married to Code Pink co-founder Jodie Evans.

The New York Times previously reported on Singham’s funding network and alleged connections between organizations he supports and Chinese Communist Party messaging.

CASA’s complaint alleges that People’s Forum has played an active role in organizing and supporting unrest in the United States. The complaint cites pro-Hamas encampments established on college campuses after the Oct. 7, 2023, terrorist attacks in Israel and the organization’s participation with approximately 100 groups opposing legislation that would revoke the tax-exempt status of nonprofits supporting terrorist organizations.

“Through their financial and logistical support of the nationwide protests and riots, in which participants regularly engage in violence, destroy property, and resist arrest, the People’s Forum may be engaging in illegal activity in violation of several federal and state laws, and are certainly increasing the governmental burden of law enforcement,” the CASA complaint states.

The allegations in the complaint have not been adjudicated, and the existence of a grand jury investigation does not establish criminal wrongdoing.

Secretary of State Marco Rubio recently addressed politically motivated violence during a press conference.

“More than 80% of radical violence is now driven by far-left and anarchist actors,” Rubio said.

Republican lawmakers have also requested federal scrutiny of People’s Forum and its relationship with Singham.

In April 2025, Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, sent a letter to FBI Director Kash Patel and then-Attorney General Pam Bondi asking whether the organization should have registered under the Foreign Agents Registration Act because of its alleged connections to China.

“It appears that The People’s Forum’s values are heavily influenced by Singham’s money and China’s propaganda,” Grassley wrote.

FARA requires certain people and organizations acting in the United States on behalf of foreign principals to disclose those relationships and provide information about their activities and funding.

Adam Sohn, an intelligence expert, told Fox News that Singham’s financial support is essential to the continued operation of many organizations within the network.

Sohn said some of the groups would “have no reason for existence” without Singham’s funding.

“I think Americans are seeing what this ecosystem looks like in the streets of our country. These aren’t protests, it’s coordinated chaos and attacks on infrastructure,” Sohn said.
