British Prime Minister Keir Starmer is set to host Ukrainian President Volodymyr Zelenskyy, French President Emmanuel Macron and German Chancellor Friedrich Merz in London on Sunday for high-level discussions focused on maintaining support for Ukraine as the war with Russia shows little sign of ending.

The meeting brings together the leaders of some of Kyiv’s most important European allies at a critical stage in the conflict, more than four years after Russia launched its full-scale invasion of Ukraine in February 2022. The talks are expected to focus on military assistance, security guarantees, economic support and efforts to strengthen Ukraine’s position amid continuing battlefield challenges.

Britain, France and Germany — often referred to as the E3 group — have played a leading role in coordinating European support for Ukraine throughout the conflict. Their backing has included military aid packages, financial assistance, training programs for Ukrainian forces and diplomatic efforts aimed at maintaining international pressure on Moscow.

The gathering also highlights Europe’s determination to remain engaged in the conflict despite growing global concerns over other international crises competing for attention. European leaders have repeatedly stressed that continued support for Ukraine remains essential to regional security and international stability.

The United Kingdom and France have been at the forefront of the so-called “coalition of the willing,” an initiative designed to provide long-term security guarantees for Ukraine as part of any future peace arrangement. Officials involved in the discussions believe such guarantees will be crucial to preventing future aggression and ensuring Ukraine’s sovereignty is protected.

Sunday’s meeting comes just days after Ukraine carried out one of its most notable long-range drone operations against Russian territory. The attack targeted Saint Petersburg, Russia’s second-largest city and a location that has generally remained far from the front lines of the conflict.

Russian authorities reported that three people sustained minor injuries during the attack. Local officials advised residents to remain indoors as air-defense systems responded to the incoming drones.

The strike occurred less than a day after the conclusion of Saint Petersburg’s flagship economic forum, one of Russia’s most important annual business and investment events. Analysts noted that the attack carried symbolic significance because it struck a city often associated with Russian President Vladimir Putin and challenged perceptions that major Russian urban centers remain insulated from the consequences of the war.

The conflict has increasingly evolved into a battle of long-range capabilities as both sides seek advantages beyond the largely static front lines. Drone warfare has become a defining feature of the conflict, with Russia and Ukraine regularly launching strikes deep into each other’s territory.

Military experts say the growing use of drones reflects the difficulties both armies face in achieving major territorial breakthroughs. Vast defensive fortifications, extensive minefields and advanced surveillance systems have made large-scale advances increasingly difficult, leading both sides to rely more heavily on long-range attacks targeting infrastructure, military facilities and strategic assets.

Despite periodic diplomatic efforts, prospects for negotiations remain uncertain. On Friday, Putin dismissed Zelenskyy’s proposal for a direct meeting between the two leaders, saying he saw no reason for such talks at the present time.

The rejection underscored the deep divisions that continue to separate Moscow and Kyiv. Ukraine has repeatedly called for meaningful negotiations based on respect for its territorial integrity and sovereignty, while Russia has maintained positions that Ukrainian officials consider unacceptable.

As the war enters its fifth year, European leaders remain concerned about the long-term implications of the conflict for regional security, economic stability and international relations. The London meeting is expected to reinforce a united front among Ukraine’s key European partners and signal that support for Kyiv remains firmly in place despite mounting challenges and the prolonged nature of the war.

For Zelenskyy, the discussions provide another opportunity to secure commitments from some of Ukraine’s closest allies as his country continues to face relentless military pressure. For Starmer, Macron and Merz, the summit represents a chance to coordinate strategy and demonstrate continued European resolve in one of the most consequential conflicts on the continent since World War II.
