NGT Orders Demolition of Illegal Structures; Activists Face Criminal Charges
Mandrem/Morjim, Goa:
The Mayfair on Sea resort near the popular Mandrem and Morjim beaches in North Goa has landed at the center of a major environmental and legal controversy following findings of serious violations of Coastal Regulation Zone (CRZ) norms.
In a significant ruling earlier this year, the National Green Tribunal (NGT) Western Zone Bench in Pune directed the Goa Coastal Zone Management Authority (GCZMA) to demolish 24 cottage blocks, a restaurant, and two reception buildings at the resort property.
According to official records, the GCZMA had originally granted permission in 2021 only for temporary and seasonal shack-style structures built using biodegradable materials such as wood. However, subsequent inspections reportedly revealed that the resort had constructed permanent structures using Reinforced Cement Concrete (RCC) pillars within a designated No Development Zone, violating CRZ regulations.
The NGT observed that the constructions were illegal and ordered immediate demolition of the unauthorized structures.
EXTORTION CASE ADDS NEW TWIST
The controversy took another dramatic turn in May 2026 when Mandrem Police arrested local social activist Rajesh Dabholkar and others after a complaint was lodged by the resort management.
The hotel management alleged that the accused were conducting a pressure campaign involving drone surveillance and intimidation tactics while allegedly demanding up to Rs 5.5 crore to “settle” the environmental and construction violations.
Dabholkar has denied all allegations, claiming the criminal case was fabricated to shield influential builders and suppress activists raising environmental concerns. He later secured bail from the Judicial Magistrate First Class (JMFC) Court in Pernem.
GROWING DEBATE IN NORTH GOA
The dispute has reignited public debate across North Goa over rampant illegal constructions in protected coastal belts, delays in implementing NGT demolition orders, and the functioning of local pressure groups and enforcement agencies.
Environmental activists and local residents continue to demand stricter monitoring of CRZ violations, while the case has also raised questions about accountability, political influence, and the future of sustainable tourism along Goa’s fragile coastline.
