General Michael Flynn Declares CCP The Top US National Security Threat

On May 26, General Michael Flynn posted a statement about himself on X. He wrote:

“The Chinese Communist Party is the single greatest external threat to the United States of America. That is not a political statement. It is not an opinion offered for effect. It is the operational reality I lived as Director of DIA and National Security Advisor, and it is the conclusion confirmed by every serious threat assessment produced by the United States Intelligence Community in the years since. In his Substack article “A Five-Year Pattern of Aggression,” Flynn listed “Ten Ways China Has Threatened the United States.” He stated forcefully that underestimating America is “the same miscalculation every adversary of this Republic has made, and every adversary of this Republic has lost.”

The CCP is the greatest threat facing the United States

At the beginning of his remarks, Flynn emphasized his experience:

“I have spent over 33 years in uniform and in service to this country, including as Director of the Defense Intelligence Agency and as National Security Advisor to the President of the United States. I have seen the intelligence, read the assessments, sat across the table from our adversaries, and I will tell you plainly what I believe to be true.”

Based on this experience, Flynn stated:

“The Chinese Communist Party is the single greatest external threat to the United States of America.”

He stressed that this conclusion comes from his time as DIA director and is also supported by U.S. intelligence community threat assessments.

Flynn noted that the nature of this threat has not fundamentally changed in recent years, but its scope and scale have become “more complex and more serious.”

He warned:

“This is a form of warfare conducted in accordance with what the Chinese military itself described in 1999 as ‘Unrestricted Warfare’ — a strategy that treats every domain of national life as a legitimate battlefield. The Chinese Communist Party fights on every front except the conventional battlefield, and they do so because they understand fifth-generation warfare better than most of the officials in Washington, D.C.”

The CCP’s ten threats to the United States

Flynn said the CCP is waging this “unrestricted warfare” through:

Flynn summarized that taken together, these elements form a clear picture:

The Chinese Communist Party is conducting internal infiltration while simultaneously developing asymmetric military capabilities against the United States.

He added that this is the essence of “unrestricted warfare,” a theory proposed in 1999 by Chinese military thinkers Qiao Liang and Wang Xiangsui, and a strategy China has been implementing against the United States for more than 20 years.

He argued that the U.S. choice to prioritize economic engagement allowed this system to strengthen. It gave them capital, modernized their military, and increased their leverage, allowing them to rise over decades.

‘Every enemy of the United States has failed’

Flynn concluded:

“I do not believe this is the end. But I will tell you honestly that the reversal of this trajectory will not come from Washington alone. America’s renewal in our tradition has never begun in the capital. It has always begun with the people — in the country.”

He called on Americans to contact their state and federal representatives and ask:

He said these questions should be asked for the sake of the country and for those who serve in its defense.

Flynn added that the CCP operates under the assumption that Americans are distracted, divided, and unaware of what is happening, and therefore will not respond effectively.

He repeated: “That is a miscalculation. It is the same miscalculation every adversary of this Republic has made, and every adversary of this Republic has lost.”

He concluded: “The American spirit has not been extinguished. It has been underestimated.”
