Rep. Chip Roy, R-Texas, introduced legislation Tuesday aimed at blocking individuals tied to foreign adversarial governments and extremist organizations from purchasing residential property in the United States.

In a public announcement, Roy said the measure is intended to prevent geopolitical rivals from acquiring American housing and land while domestic buyers face affordability pressures and limited inventory.

The legislation would bar individuals affiliated with the Chinese Communist Party, Islamist organizations and other foreign adversaries designated by the federal government from acquiring residential real estate in the United States.

“American homes belong to American families — not the Chinese Communist Party, foreign Islamists, or our geopolitical foes,” Roy told the Daily Caller. “While Americans struggle to afford housing, hostile regimes are buying up our land and neighborhoods.”

Roy said the proposal would also require certain foreign-controlled properties already held in the United States to be sold.

“This bill slams the door on foreign adversaries owning American housing and forces them to sell what they already control,” Roy added. “We’re putting America’s homes back in American hands.”

According to figures cited in the legislation and reviewed by the Daily Caller, foreign ownership in the United States totaled nearly 46 million acres of land by the end of 2024, representing an estimated value exceeding $86 billion based on U.S. Department of Agriculture data.

Under the proposed law, as much as 338,000 acres owned by entities connected to designated foreign adversaries could become subject to mandatory divestiture, totaling an estimated $1.1 billion in affected property holdings.

Texas, Roy’s home state, was identified as one of the states with the largest concentration of foreign-owned land. Documents reviewed by the Daily Caller indicated more than 5.6 million acres in Texas are currently owned by non-American entities.

If enacted, the legislation could affect properties across 20 Texas counties involving approximately 124,000 acres that may qualify for forced divestiture under the bill’s provisions.

The measure arrives amid increasing scrutiny in Congress over foreign ownership of farmland, residential housing and strategic land near military installations and critical infrastructure.

Roy has also recently introduced separate legislation titled the Measures Against Marxism’s Dangerous Adherents and Noxious Islamists Act, known as the MAMDANI Act.

The proposal seeks to expand federal immigration enforcement authorities by permitting deportation, denial of entry, denial of citizenship applications or denaturalization proceedings against aliens affiliated with socialist, communist, Chinese Communist Party or Islamic fundamentalist ideologies.

The bill’s title references New York City Mayor Zohran Mamdani, a naturalized U.S. citizen and democratic socialist.

Roy’s office said both legislative efforts are designed to address what it describes as vulnerabilities in existing law that allow foreign adversaries and hostile ideological movements to gain influence within American communities through property ownership and immigration pathways.

The latest proposal is expected to draw significant debate in Congress over national security, property rights, housing affordability and constitutional protections related to political affiliation and immigration status.
