During a Monday night appearance on Fox News Channel’s Hannity, Sen. Lindsey Graham (R-SC) made a forceful case for arming Iranian civilians as a strategy to undermine and ultimately overthrow Iran’s ruling government.

Speaking with host Sean Hannity, Graham floated what he described as a “Second Amendment solution” for the Iranian people, arguing that empowering citizens with weapons could shift the balance of power inside the Islamic Republic without deploying American troops.

“I love the idea of a Second Amendment solution for the Iranian people,” Graham said. Drawing a contrast with domestic debates over gun rights in the United States, he added, “Those who want to eliminate the Second Amendment in our country? No way.”

The South Carolina senator invoked American history to bolster his argument, referencing the Founding Fathers’ emphasis on an armed citizenry after breaking free from British rule. According to Graham, authoritarian regimes often disarm their populations to maintain control. “The first thing the king does is take the guns away from his subjects,” he said. “The first thing a religious theocracy does is make sure that nobody can have a gun to threaten the regime.”

Graham suggested that instead of committing U.S. ground forces, the United States — potentially in coordination with Israel — should provide weapons directly to Iranian citizens who oppose the government. “If I were President Donald Trump and our Israel, I would load the Iranian people up with weapons so they could go to the streets armed and turn the tide of battle inside Iran,” he said.

Emphasizing that he does not support “American boots on the ground,” Graham argued that Iran already has “millions of boots on the ground” — its own citizens — who simply lack the means to challenge the regime militarily. “They just don’t have any weapons,” he said. “Give them the weapons so they can rise up like we did to destroy this regime.”

Hannity responded by noting that past efforts to arm opposition forces in the region had encountered problems. “My understanding is there have been attempts to do so, and they tried to funnel it through groups—” he began.

Graham quickly interjected: “Do it again.”

Hannity then raised concerns about reports that weapons provided to certain groups, including Kurdish factions, had allegedly been diverted or misused. “My understanding is, for example, working with the Kurds, they were stealing 90% of the weapons,” Hannity said.

Graham dismissed the idea of relying on Kurdish intermediaries if those claims were accurate. “Don’t work with the Kurds. Work with somebody else,” he said. He added that if evidence proved weapons had been misappropriated, there should be consequences.

Returning to his central point, Graham reiterated his belief that empowering ordinary Iranians with arms could create internal pressure on the regime, including the Islamic Revolutionary Guard Corps. “I love the idea of empowering the Iranian people with weapons — a Second Amendment solution to make the Revolutionary Guard’s life hell,” he said. “It’s one thing to be bombed by America. It’s another thing to have your neighbor shoot back at you because they’re tired of being slaughtered.”

Graham framed the proposal as a way to hasten the end of hostilities while avoiding a large-scale U.S. military deployment. Whether such a strategy would gain traction within the administration or among U.S. allies remains uncertain, but the senator’s remarks underscored ongoing debate within Republican circles over how aggressively to confront Tehran and whether direct support for internal opposition could alter the geopolitical landscape.
