Kyiv officials are evaluating broader mobilization measures as the pool of eligible male recruits declines during the ongoing conflict.

Ukrainian authorities are examining the possibility of expanding military conscription to include women as the country confronts a shrinking pool of eligible recruits and mounting personnel demands, according to reporting from Világgazdaság.
Officials in Kyiv are working to meet force levels sought by President Volodymyr Zelensky, who has indicated a need for approximately 800,000 active troops. With the number of men available for service declining, policymakers are assessing alternative methods to sustain military capacity.
Estimates indicate that as of early 2024, roughly 5 million Ukrainian men fall within the country’s conscription age range of 18 to 60. This marks a significant decrease from approximately 8.7 million prior to the February 2022 invasion, reflecting casualties and emigration. A portion of those remaining are either already serving, medically unfit, or exempt from duty, further narrowing the available recruitment base.
In response to these constraints, discussions have turned toward the potential inclusion of women in broader mobilization efforts. While no formal nationwide policy has been enacted, legal and administrative signals suggest the issue is under consideration.
Attorney Rostislav Kravec indicated that recent steps allowing women to be listed among those categorized as avoiding service or desertion may serve as an initial measure to evaluate public response. He described the move as a possible “test” to assess how society would react to a wider, mandatory mobilization policy involving women.
Ukraine’s mobilization practices have drawn scrutiny in recent years, with reports describing aggressive enforcement tactics. Footage compiled by Hungary’s M1-Hirado has shown instances of men being detained and transported during recruitment operations. Authorities have not formally confirmed the scope of such practices.
Public resistance has also been reported in certain regions, including areas with significant ethnic Hungarian populations, where some residents have expressed concerns about being disproportionately affected by mobilization efforts.
At present, Ukraine has not implemented full-scale conscription of women, and officials have not announced a timeline for any potential policy changes. The discussion comes as the military continues to face operational pressures on the battlefield.
Fighting remains active in eastern Ukraine, where Russian forces have continued efforts to advance in parts of the Donbas region, including contested fortified areas. Both sides have issued differing accounts of territorial developments, and conditions remain fluid.
