A political controversy intensified in the United Kingdom after Member of Parliament Rupert Lowe, leader of the newly formed Restore Britain party, released a public statement summarizing testimony from an ongoing inquiry into organized child sexual exploitation.
Lowe, who represents Great Yarmouth, published details of testimony from a survivor who alleges years of systematic abuse by a grooming gang. According to the summary he released, the survivor described repeated sexual assaults and said recordings of the abuse were used to silence her.
In a post on X, Lowe shared what he described as a statement from the inquiry, writing, “A statement from the Rape Gang Inquiry,” alongside a link to supporting material. The post, published Feb. 23, 2026, is available here.

The testimony cited by Lowe alleges that some members of law enforcement were directly involved in the abuse. The survivor claimed that certain officers participated in assaults and that police vehicles were used to transport her to locations where attacks occurred. She also alleged that some events were referred to as “cop nights.”
Additional claims described in the statement include acts of physical violence and torture, including waterboarding and strangulation. The survivor further alleged that incidents were recorded and preserved. Among the most serious accusations are claims that multiple children were killed, though those allegations have not been confirmed by authorities.
The inquiry referenced by Lowe has not issued a final report, and law enforcement officials have not publicly verified the specific claims outlined in his statement.
The allegations come against the backdrop of previous grooming gang scandals in towns including Rotherham, Rochdale and Telford, where independent reviews found systemic failures by local authorities and police to respond adequately to reports of exploitation.
Lowe said the emerging testimony demands broader national scrutiny. He has called for a full national inquiry with independent oversight and expanded prosecutorial powers. He also advocated reforms to policing standards, including stricter vetting and lifetime bans for officers found complicit in abuse.
The statement noted that the majority of perpetrators in the referenced case were described as men of Pakistani heritage. Lowe argued that acknowledging demographic patterns in organized exploitation cases is necessary to prevent future crimes.
The issue drew international attention after Elon Musk responded to Lowe’s post, describing the allegations as “horrifying.” His response generated significant online engagement and renewed debate about institutional accountability.
The UK Home Office has not issued a detailed public response to the specific allegations cited in Lowe’s statement. Lawmakers from multiple parties have reportedly called for further parliamentary discussion as the inquiry continues.
Officials have cautioned that the inquiry remains ongoing and that conclusions should await its final findings.
