Director of National Intelligence Tulsi Gabbard on Wednesday released a set of declassified intelligence documents she said show that former President Barack Obama and senior leadership within the FBI and CIA directed the creation of the intelligence narrative that later became known as the Russiagate investigation into President Donald Trump.

Gabbard presented the materials to White House reporters during the daily briefing, stating that the documents demonstrate the intelligence assessment underpinning allegations of Russian collusion was knowingly manufactured before Trump took office. According to Gabbard, the information was developed despite internal intelligence findings that did not support claims that Russia interfered to elect Trump.
Among the materials made public was a House Intelligence Committee report that had remained classified and stored in a CIA facility for nearly a decade. Gabbard said the report shows that intelligence was altered to suggest Russian President Vladimir Putin and Trump coordinated efforts to influence the 2016 election.
The documents outline four core claims that formed the basis of the original Russia collusion narrative: that Putin preferred Trump to win the 2016 election; that Russia took action to assist Trump’s campaign; that Russia possessed compromising material on Trump, including allegations later contained in the Steele dossier; and that the Trump campaign colluded with Russian actors.
During the briefing, Gabbard confirmed that the materials had already been provided to federal law enforcement authorities for review.
When asked by reporter Emily Jashinski whether the information implicated Obama in potential criminal conduct, Gabbard responded, “We have referred, and will continue to refer all of these documents to the Department of Justice and the FBI to investigate the criminal implications of this.”
Jashinski then asked whether that referral included the former president. Gabbard replied, “The evidence that we have found and that we have released directly point to President Obama leading the manufacturing of this intelligence assessment. There are multiple pieces of evidence and intelligence that confirmed that fact.”
Gabbard said the Justice Department will now determine whether the findings warrant further action. Video of the discussion and analysis of the documents was aired during The Jesse Watters Show, which featured excerpts of the briefing and related commentary.
