The Trump administration has signaled to Ukrainian officials that U.S. security guarantees would be contingent on Kyiv first agreeing to a peace settlement with Russia that is expected to require Ukraine to relinquish control of the Donbas region, according to multiple individuals briefed on the discussions.
The position was conveyed during recent diplomatic exchanges, with eight people familiar with the talks telling the Financial Times that Washington has linked long-term security assurances to Ukraine’s willingness to make territorial concessions as part of a broader effort to end the war.
According to those sources, U.S. officials also indicated that Washington could provide Ukraine with additional weapons to bolster its military in a post-war environment, but only if Kyiv agreed to withdraw its forces from the portions of the eastern Donbas region that remain under Ukrainian control.
The discussions reflect a shift toward conditioning American support on concrete steps toward a negotiated settlement, rather than open-ended backing tied to battlefield outcomes. The approach signals that the administration views territorial compromise as a prerequisite for ending hostilities and stabilizing the conflict.
The Donbas region, which includes the Donetsk and Luhansk areas, has been a focal point of fighting since Russia’s initial intervention in eastern Ukraine in 2014 and has remained central to Moscow’s territorial claims. Any agreement requiring Ukraine to cede the region would mark a significant departure from Kyiv’s stated objective of restoring full territorial sovereignty.
The talks remain ongoing, and officials familiar with the negotiations cautioned that no final agreement has been reached. However, the messages delivered to Ukrainian leaders underscore that U.S. security guarantees and future military assistance are being explicitly linked to acceptance of a negotiated peace framework involving territorial concessions.
