Journalist James O’Keefe released undercover footage this week from the World Economic Forum’s 2026 annual meeting in Davos, Switzerland, documenting private conversations with climate, finance, and aviation executives about carbon taxes, atmospheric interventions, and weather-related technologies. The footage was recorded as more than 60 heads of state and government convened in Davos under the forum’s theme, A Spirit of Dialogue.

According to the World Economic Forum, “this week, hundreds of top political leaders from around the world, including close to 65 heads of state and government, are gathering in Davos, Switzerland, for the World Economic Forum’s Annual Meeting 2026,” as stated in a forum overview published by the organization. The WEF added that the meetings are taking place “against the most complex geopolitical backdrop in decades, with rising fragmentation and rapid technological change transforming the global economy.” Participants include leaders from G7, G20, and BRICS nations, as well as nearly 850 chief executives and corporate chairs, the forum said in its official statement.

O’Keefe, wearing a disguise to conceal his identity, engaged multiple attendees in conversations focused on climate policy and emerging technologies. In the footage, Emil Luth, identified as a WEF insider who has worked with government-linked entities including DARPA, discussed what he described as plans involving “artificial rain.”

In separate recorded remarks, the president and chief executive officer of 4AIR spoke about potential methods to reduce global temperatures. “The ability to put sulfur dioxide up there is a pretty cheap way to cool down the earth,” he said. He added, “The closest one I’m aware of is called Airborne Snow Observatory. They do some more like, weather, I don’t want to say modification, but more like upper atmosphere weather monitoring is probably a better term.”

Sara Lemniei, chief executive officer of SLK Capital, discussed carbon pricing mechanisms and regulatory frameworks tied to international trade. “We are looking at some carbon credits and renewable energy in the compliance markets,” she said. “We are looking at CBAM [Carbon Border Adjustments] which is one of the new regulations where companies are exporting to Europe.” Lemniei described her firm’s role as one of the largest climate tax innovators working with the United Kingdom government.

Additional conversations captured in the footage include discussions among attendees about atmospheric phenomena commonly referred to as chemtrails, though no formal definitions or programs were outlined in the recorded exchanges.

O’Keefe summarized the footage in a post shared on his verified account, stating that climate executives discussed carbon taxes, weather-related technologies, and other policies during the Davos meetings. The post, published on X, included excerpts from the undercover recordings and identified the setting as the World Economic Forum’s annual gathering.

The footage was recorded as world leaders and corporate executives met behind closed doors in Davos to discuss global economic, political, and technological challenges, highlighting the range of policy conversations occurring alongside the forum’s public agenda.
