U.S. Special Envoy Steve Witkoff has concluded discussions with Ukrainian President Volodymyr Zelensky in Berlin. Zelensky also met with European leaders, who expressed strong support for Ukraine, though the outcomes of the U.S.-Ukraine meeting remain unclear regarding any progress toward a peace deal.

The talks, held over two days, focused on potential peace proposals amid the ongoing conflict with Russia, but no consensus was reached on land concessions, particularly regarding regions like Donbas that Russia continues to demand.

In remarks following the talks, Zelensky highlighted the stark differences between Ukraine’s and Russia’s positions, expressing hope that the U.S. would propose steps to facilitate an agreement.

“Of course, we have different positions with Russia regarding territories. This must be acknowledged and discussed openly,” Zelensky said. “I believe that the American side, acting as a mediator, will propose various steps to try to find at least some form of consensus. We will do everything possible to find clear answers to questions about security guarantees, territories, and money as compensation for Ukraine to rebuild. It is necessary to understand the source of this funding.”

The discussions primarily focused on security guarantees for Ukraine to prevent future Russian aggression. Following that, the talks addressed Ukraine’s Donbas region, which Russia continues to demand control over.

“We are discussing security guarantees. And before taking any steps on the battlefield, both the military and the civilian population must have a clear understanding of what the security guarantees will be. This is very important,” Zelensky added.

Zelensky is also scheduled to meet other European leaders on Tuesday, including President of Moldova Maia Sandu, Prime Minister of the Netherlands Dick Schoof, and Secretary General of the Council of Europe Alain Berset.
