President Donald Trump announced plans Monday to issue a sweeping federal executive order establishing a single national regulatory framework for artificial intelligence, warning that fragmented state-level rules are threatening America’s dominance in the technology race.

In a post shared Monday morning on Truth Social, Trump blasted what he called “bad actor” states for obstructing innovation through excessive restrictions and overlapping approval processes.
“There must be only One Rulebook if we are going to continue to lead in AI,” Trump wrote. “We are beating ALL COUNTRIES at this point in the race, but that won’t last long if we are going to have 50 States, many of them bad actors, involved in RULES and the APPROVAL PROCESS. THERE CAN BE NO DOUBT ABOUT THIS! AI WILL BE DESTROYED IN ITS INFANCY!”
“I will be doing a ONE RULE Executive Order this week,” Trump added. “You can’t expect a company to get 50 Approvals every time they want to do something. THAT WILL NEVER WORK!”
The new “One Rule” initiative is expected to centralize all AI regulation and approval authority under a unified federal framework, preempting conflicting state laws and removing what Trump described as bureaucratic “roadblocks” to technological growth.
The president’s move follows his campaign pledge to make the United States both the Bitcoin and AI capital of the world, reversing restrictive policies enacted under the previous administration. Trump’s economic platform has focused heavily on deregulation, innovation, and public-private partnerships aimed at reasserting U.S. leadership in advanced technology sectors.
The announcement comes amid renewed volatility in the AI market. After a year of explosive growth, analysts have warned of cooling investor enthusiasm and overvaluation, fueling talk of an “AI bubble” similar to the dot-com downturn of the early 2000s.
Still, Trump’s message signaled confidence that streamlined federal policy would reinvigorate investment and protect U.S. dominance against rivals such as China.
The forthcoming executive order is expected to be unveiled later this week, marking one of Trump’s most significant tech policy actions since returning to office—an effort he says will ensure that artificial intelligence “remains built by Americans, for Americans, under one rule.”
