Mayor Scott advisor rarely seen at City Hall, but made stops at DC campaign office

A senior advisor to Baltimore Mayor Brandon Scott earns nearly $200,000, but a FOX45 News investigation found him spending much of the workweek away from City Hall, including multiple visits to a Washington, D.C., mayoral campaign headquarters.

Marvin James, one of Scott's closest political allies, previously worked on the mayor’s campaign and was then tapped to be Mayor Scott’s chief of staff, before quietly transitioning into a senior advisor role. Despite remaining on the city payroll, FOX45 News observed James at Baltimore City Hall only twice during three weeks of surveillance conducted between late March and early May.
