When Was the Old Covenant Fulfilled?

When wast he Old Covenant Fulfilled? Many argue it has not yet been fulfilled. Others believe it was fulfilled when Jesus died on the cross. Some believe part was fulfilled at the cross, and part is yet to be fulfilled. Seems most can't make up their minds.
