In the past two decades, driven by "urbanization" and "land finance," numerous new urban areas and development zones have emerged across China. However, statistics and media investigations show that there are at least fifty "ghost cities" or "empty cities" nationwide: complete infrastructure, towering buildings, but sparse population, and few lights at night. These cities often have wide roads, neat high-rises, and even subways and airports, but lack a real sense of community.
When discussing the phenomenon of "ghost cities" in mainland China, Xiong'an New Area is undoubtedly the most prominent example. Officially announced in 2017, the Chinese Communist Party has high hopes for Xiong'an, allocating a budget of $85 billion and positioning it as a "millennial project" aimed at "relieving Beijing of its non-capital functions." By the end of 2024, Xiong'an New Area had a resident population of approximately 1.36 million.
