As Beijing’s top leadership convenes to map out plans for the next five years, petitioners, or citizens demanding justice, have been flocking to Beijing to appeal to higher authority. They have lined up outside the agency responsible for hearing public complaints. Authorities have been trying to stop them and send them back.
