Migrant’s arrest in East Boston casts light on detainer loophole in Massachusetts

ICE alleges that a violent street gang member who has been convicted 17 times was only on the streets of Massachusetts because an immigration detainer wasn't honored. The Norfolk County Sheriff says it did not go down that way.
