北宋仁宗年间，枢密使张德林带兵取得边关大捷，契丹国将公主献给张德林，与大宋议和，准备以“美人计”再图大业。捷报传来，仁宗设宴庆功，张德林的侄女张美人借机争宠，夜间铜雀宫突发大火，现场却发现曹皇后的玉佩。仁宗震怒，命包拯调任开封府尹，彻查案件。开封蔡河两岸，大兴豪宅，两岸百姓的宅院被强行拆除。柳家奋起反抗，柳老爹被杀。接连不断有案件发生：嫌疑犯在牢内离奇中毒身亡；驸马陈世美卷入到“抛妻杀子”的案子中；曹皇后出家；张美人突疯；包拯的侄子包勉中计被治罪。种种事件直指贪污集团张德林。包拯惩奸除恶，将张德林绳之以法，最终仁宗朝成为北宋的鼎盛时代。
