Trooper's Report:

On 5-14-24 at approximately 1408 hours, I Trooper A. Escamilla was patrolling in the area of Interstate 40 West near the 173
mile marker. I observed a Black Jeep bearing Illinois LPN (CC45349) traveling too close to a group of people on motorcycles. I
conducted a traffic stop on Interstate 40 West near the 171 mile marker.

I made contact with the driver who was later identified as Kevin Collier. I advised Collier of who I was, the agency I represented
and the reason for the stop. Collier stated that the reason he was following so close was because they were in a group together
and were headed to Texarkana Texas. I asked Collier to provide me with his driver’s license along with his registration and
insurance. It should be noted that at this time, Collier was extremely nervous and was visibly shaking. While speaking to Collier,
I could smell the odor of marijuana coming from Collier’s vehicle. Collier pulled out some cards out of his left pocket and kept
them closely to him to scan through the cards to give me his Driver’s License. Once he located his “license” he provided it to
me. It should be noted that this license was a fake driver’s license. The card was extremely thin and very bendable. The
photograph appeared to different. I spoke to Collier and asked him if he had his registration and insurance in which he looked
thoroughly for. I then advised Collier that I would not be needing his paperwork and told Collier to step out of the car and come
to my vehicle. Collier stepped out of the car but kept going in his car to “find his insurance”. I then advised Collier that I did not
need his insurance and that I needed him to come to my vehicle. I then observed Collier place the vehicle in drive and a pursuit
ensued at approximately 1412 hours.

The pursuit ensued through Interstate 40 from the 171 mile marker to the 161 mile marker. Throughout that stretch, speeds
reached in excess of 135 miles per hour. During this time, Collier passed several times on both the left and right shoulder and
went off road. Collier took the 161 exit and went on to Diamond Drive. Collier then drove through the parking lot of the Love’s
Gas Station and eventually got back on to Interstate 40 West. Collier got on to Interstate 440 West and took the Highway 70
exit. I observed Collier get on the on ramp to Interstate 440 East from Highway 70 and immediately lost sight of him at
approximately 1422 hours. I canceled my pursuit and I along with several other Troopers, saturated the area.

I went back to the last known location of where I saw Collier which was on Highway 70 at the on ramp for Interstate 440 East. I
observed Collier’s vehicle at the bottom of the hill. At approximately 1431 hours I advised communications of where I was and
as I went to exit my vehicle, Collier placed his vehicle in drive and a pursuit ensued again. Collier got on to Interstate 440 East
at speeds of 100 miles per hour. Collier merged to get on to Interstate 40 East and due to his speeds, he went off road, collided
with several small trees and struck a fence line.

I observed Collier exit his vehicle and opened the driver side rear door and appeared to grab something. I was unsure of what
Collier reached for and grabbed in the rear of the vehicle. Due to the possible collision, it appeared that Collier was injured as
he was running through a field and appeared to be falling down as he ran. Collier went down and I could see as he crawled
through the field. I knew there was a K9 in route and stood by and watched as Collier crawled through the field. Sergeant Bailey
arrived with his K9 Partner Leibo. I advised Sergeant Bailey of the direction in which Collier went. Sergeant Bailey gave
commands to Collier that a K9 was on the ground. K9 Leibo was deployed and successfully tracked Collier who was hiding in

At approximately 1437 hours, Collier was placed into custody and was placed in the rear of my vehicle shortly after. Collier was
dog bit by K9 Leibo and was medically cleared by MEMS Personnel. During a search of Collier’s person, in his left pocket was
his actual identification. I ran Collier through ACIC/NCIC and discovered that Collier had 3 extraditable warrants for Aggravated
Assault, Possession of a Deadly Weapon and Drug charges. Collier later stated that he ran due to his warrants. The pursuit
traveled from Lonoke County into Pulaski County for approximately 16 miles. I transported Collier to Lonoke County Sheriff's
Office where he was charged accordingly
