Trooper's Narrative:

On Friday, December 1, 2023, at approximately 9:46 P.M., I attempted to stop a dark-colored Chevrolet passenger car for
speeding on Ingraham Extended near Southland Dr. The Chevrolet was traveling south on Ingraham Extended at 52 miles per
hour in a 35 miles per hour speed zone.

The Chevrolet turned left onto Ingraham at a high rate of speed and continued traveling south across the interstate overpass.
The Chevrolet turned right onto the East Service Road entrance and then entered Interstate 40/55.

I turned on my blue lights to initiate a traffic stop but the Chevrolet refused to stop. The Chevrolet traveled south onto Interstate
55. I turned on my siren to ensure the driver knew I was attempting to stop him, but he continued to travel south and
accelerated to speeds above 90 miles per hour. I called dispatch and advised I was in pursuit and gave a description of the car.

The Chevrolet Malibu was displaying a temporary tag that I could not read.
The Malibu continued to travel south as it passed other motorists at a high rate of speed, nearly striking one from behind. The
Malibu continued to accelerate at speeds above 100 miles per hour.

As we approached the 2-mile marker southbound I attempted to perform a TVI but was unsuccessful. I immediately attempted
to perform another TVI, this time successfully. The Malibu rotated clockwise and struck the right concrete barrier wall, disabling
it and ending the pursuit.

The driver and passenger were taken into custody without further incident with the assistance of Trooper Gunner Fultz, his K9
Ghost, and TFC Donnie Cheers.

EMS was called to check the driver and passenger. Both the driver and passenger were checked and found to have no injuries.

The driver, DAVARIN HIGGINS, was transported to the Crittenden County Detention Center for processing. He was charged
with:
Speeding, 
Reckless Driving, 
Fleeing in a Vehicle, 
Driving on a Suspended License, 
No Insurance, and 
Failure to Register
a Vehicle.
