The world’s first film set against the backdrop of the COVID-19 pandemic, The Unrestricted War (Chao Xian Zhan), exposes the Chinese Communist Party’s alleged efforts to cover up the outbreak and exploit the pandemic for “unrestricted warfare,” depicting its ambitions and strategies through grand, suspenseful storytelling. This is a war without gunfire, quietly underway, yet many remain unaware.
Depicting CCP concealment and global catastrophe
The Unrestricted War is a suspense drama co-directed by Chinese-Canadian filmmaker Ma Yan and screenwriter Rob W. King. The story draws on real events, including the Wuhan COVID-19 outbreak, the whistleblower Dr. Li Wenliang case, the Meng Wanzhou incident, the Hong Kong anti-extradition protests, and the leak by a Chinese scientist at the Winnipeg P4 virus laboratory in Canada. The film presents a dramatized but detailed portrayal of how widespread concealment allegedly led to global devastation.
Top Canadian virologist Jim Conrad and his wife, Sophie, run a biotechnology company in China. One day, they are suddenly detained for unknown reasons. Believing they have done nothing wrong, Jim struggles to comprehend the arrest, arguing his case and questioning how a decade of work could vanish overnight. “Why?” he asks repeatedly — not realizing that, in China, authorities do not require a reason for detaining individuals.
Jim Conrad proves to be a valuable “target,” with his every move closely monitored by the Chinese government. His company and family face intimidation and harassment. His wife, Sophie, urges him to compromise, warning, “These are the rules here — everyone must make sacrifices.”

Under pressure, Jim is forced to return to Canada, infiltrating a laboratory where he once worked to steal state-classified viral samples. He never imagined that he would become entangled in a meticulously orchestrated, ambitious campaign of “unrestricted warfare,” where a single misstep could trigger unimaginable global catastrophe.
Another storyline follows Jim’s brother-in-law, Wen Ye, a Wuhan physician, recreating the moment when Dr. Li Wenliang first warned his colleagues via WeChat about the emerging outbreak. Hospitals are overcrowded, filled with coughing, gasping, and cries of pain. Amid the chaos, many collapse, struggling for life, gradually succumbing — a scene both horrifying and heart-wrenching.
When Wuhan is locked down, Wen Ye is arrested and harshly reprimanded, accused of severely disrupting social order. Soon after, he contracts the virus. In critical condition, he is denied a ventilator, which is instead allocated to the families of high-ranking officials. Wen Ye dies in agony, while the public is shown staged footage suggesting he was being vigorously treated.
As the two storylines converge, the crisis closes in on every character, leaving only a desperate chance for escape. The plot twists sharply here, keeping viewers on edge while exposing the extreme measures used to suppress dissent. With omnipresent surveillance cameras, can Jim Conrad and his family break free from this tightly woven web of control?
The principles and rules of ‘Unrestricted Warfare:’ any means to an end
Have you heard of “unrestricted warfare?” This concept was first introduced in 1999 by two Chinese military officers in their book Unrestricted Warfare. The book defines it as follows:
“‘Unrestricted’ refers to exceeding all boundaries — whether understood or recognized. It applies to the material, mental, or technological realms, and includes anything called a ‘limit,’ ‘restriction,’ ‘boundary,’ ‘rule,’ ‘law,’ ‘maximum,’ or even ‘taboo.’”
In other words, unrestricted warfare transcends all traditional limits and rules of conventional warfare. It seeks to defeat the opponent by any means necessary, leaving no method unused.
Unrestricted warfare encompasses economic warfare, biochemical warfare, technological warfare, media and public opinion manipulation, cyberwarfare, and more. It blurs the boundaries of the battlefield, targeting everyone — regardless of age, gender, or social status. Its destructive potential surpasses conventional weapons, and its reach is virtually limitless.

Overcoming every obstacle: aiming to reveal the truth to Chinese audiences
War without gunfire comes at a cost — truth must be paid for. During the filming of The Unrestricted War, director Ma Yan and his crew faced countless obstacles, threats, and intimidation. Yet Ma Yan remained steadfast in his mission, and through collective effort, they overcame immense challenges to complete a film that directly confronts sensitive issues in China.
Ma Yan explained that he and several crew members had family in China who were harassed, and in some cases, had their sources of income cut off. Leading European actors received threatening calls from Chinese authorities and were forced to withdraw just three days before shooting, requiring the production to find replacements at the last minute. Other cast members also endured tremendous pressure, understanding that taking part in The Unrestricted War meant forfeiting access to China’s vast film and entertainment market.
Additionally, because the film could not be shot on location in mainland China, the crew had to recreate all Chinese settings and rely on a large number of extras from the relatively small Chinese-Canadian community. During filming, unexpected incidents were frequent, and every aspect of production faced enormous challenges and interference.
After overcoming tremendous difficulties, the film was finally completed — only to be blocked and pulled from release the day before its scheduled Canadian theatrical debut, resulting in significant financial losses. Ma Yan expressed his frustration, noting that for distributors, this was unbelievable:
“Our film is called The Unrestricted War, and this is how unrestricted warfare manifests in real life under the CCP.”
Due to its highly sensitive subject matter and its faithful depiction of the suffering and resistance of people under CCP rule, the film faced severe suppression. No U.S. distributor was willing to handle it, effectively blacklisting the project.
Ultimately, the crew abandoned a theatrical release and instead premiered the film on the online platform “Clean World” via Film GJW+. Ma Yan hopes the movie will resonate with audiences worldwide, and that one day it will break through China’s firewall, allowing Chinese viewers to see the truth.

Exposing evil, standing with the brave: unmasking the CCP’s ‘Unrestricted Warfare’
The Unrestricted War boasts high-caliber production, standout performances, and a tightly woven, gripping plot. It is more than a film that exposes CCP deception — it is a wake-up call for the public.
Modern warfare does not require physical force to bring a nation to its knees. The CCP’s ambitious plan for “military unification” of Taiwan includes infiltration, manipulation, and subversion across economics, media, public perception, religion, and supply chains — a comprehensive, invisible, and highly destructive form of unrestricted warfare.
As the film’s protagonists declare:
“No future can be built on lies.”
“The only way to help people is to let them know the truth.”
“I choose to stand with the brave, to protect those we love, and defend the truths that guide us.”
Peace has never been achieved through compromise or supplication.
The situation in Hong Kong serves as a warning. If the people of Taiwan fail to recognize the CCP’s covert methods of infiltration and do not act to stop the spread of this malign influence, it will grow unchecked, threatening Taiwan, and potentially, the wider world.
The Unrestricted War is a powerful, harrowing film that leaves audiences reflecting deeply on the stakes of truth, vigilance, and courage.
